Smith, and others, Lord Archibald Hamilton's motion was rejected by two hundred and sixteen against a hundred and sixty-sevenand Lord Castlereagh walked away scathless. There was immediately another charge brought against him, in company with the Honourable Henry Wellesley, the brother of General Wellesley, and late Secretary of the Treasury, for corrupt practices in the election of members of Parliament; but the ministerial majority outvoted Mr. Madox, the mover. About the same time Mr. Curwen brought in a Bill to prevent such practices, and to obtain purity of Parliament by extinguishing bribery, and this was suffered to pass when all vitality had been taken out of it. On the 15th of June Sir Francis Burdett also made a motion for extensive parliamentary Reform; but the greater part of the members of Parliament had already left town, and the motion was rejected by seventy-four against fifteen. On the 21st the Session was closed with a speech which took a hopeful view of the war in Spain, and also of that which Austria had again commenced. We may now return to the details of these great contests on the Continent. "The Government, if it should determine under existing circumstances to maintain the statutes excluding Roman Catholics from power, must ask for new laws, the old having quite broken down. They must bring in a Bill requiring candidates for seats in Parliament to take at the hustings the oaths of supremacy and allegiance; otherwise they could not prevent Roman Catholics from contesting every vacant county and borough in the United Kingdom, and from becoming ipso facto members of Parliament, should constituencies see fit to elect them. Practically speaking, there might be small risk that either in England or Scotland this result would followat least, to any extent. But what was to be expected in Ireland? That every constituency, with the exception, perhaps, of the university and city of Dublin, and of the counties and boroughs of the north, would, whenever the opportunity offered, return Roman Catholics; and that the members so returned being prevented from taking their seats, three-fourths, at least, of the Irish people must remain permanently unrepresented in Parliament. Was it possible, looking to the state of parties in the House of Commons, that such a measure, if proposed, could be carried? For many years back the majorities in favour of repeal had gone on increasing, Session after Session. Even the present Parliament, elected as it had been under a strong Protestant pressure, had swerved from its faithfulness. The small majority which threw out Lord John Russell's Bill in 1827 had been converted, in 1828, into a minority; and among those who voted on that occasion with Mr. Peel, many gave him warning that hereafter they should consider themselves free to follow a different course. Descartes had already accomplished a great simplification of the speculative problem by summing up all existence under the two heads of extension and thought. It remained to account for these, and to reduce them to a single idea. As we have seen, they were derived from Greek philosophy, and the bond which was to unite them must be sought for in the same direction. It will be remembered that the systems of Plato and Aristotle were bounded at either extremity by a determinate and by an indeterminate principle. With the one, existence ranged between the Idea of Good at the upper end of the scale and empty space at the lower; with the other, between absolute Thought and First Matter. It was by combining the two definite terms, space and thought, that Descartes had constructed his system; and after subtracting these the two indefinite terms remained. In one respect they were even more opposed to each other than were the terms with which they had been respectively associated. The Idea403 of Good represented unity, identity, and constancy, as against plurality, difference, and change; while Aristotles Matter was, by its very definition, multiform, fluctuating, and indeterminate. Nevertheless, there were equally important analogies traceable between them. No very clear account could be given of either, and both were customarily described by negatives. If Matter fell short of complete existence, the Good transcended all existence. If the one was a universal capacity for assuming Forms, the other was the source whence all Forms proceeded. When the distinctive characteristics of an individual were thought away, the question might well be mooted into which principle it would return. The ambiguous use of the word Power contributed still further to their identification, for it was not less applicable to the receptive than to the productive faculty. Now we have just seen into what importance the idea of Power suddenly sprang at the Renaissance: with Bruno it was the only abiding reality of Nature; with Hobbes it was the only object of human desire. BEIJING, Nov. 26 (Xinhua) -- Chinese President Xi Jinping on Wednesday extended condolences over a deadly residential building fire in Hong Kong, which killed at least 13 people.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, expressed sympathy to the families of the victims and those affected by the disaster. He urged all-out efforts to extinguish the fire and minimize casualties and losses.

In the wake of the fire, Xi attached great importance to the accident and immediately sought updates on the rescue efforts and casualties.

Xi instructed the director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR) to convey his condolences and sympathies to HKSAR Chief Executive John Lee.

He required the Hong Kong and Macao Work Office of the CPC Central Committee and the liaison office to support the HKSAR government in making all-out efforts to put out the fire, do everything possible in search and rescue, treat the injured, and comfort the victims' families.

China releases white paper on arms control in new era

BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."

The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions.

China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said.

The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence.

It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control.

The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control.

It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control.

Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out.

China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added.

The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance.

Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper.
The Chinese Foreign Ministry on Tuesday said the atmosphere of the phone call between Chinese President Xi Jinping and U.S. President Donald Trump on Monday was "positive, friendly, and constructive." 

At a regular press briefing on Tuesday, Foreign Ministry spokesperson Mao Ning confirmed that the U.S. side had initiated the call. She noted that since the start of President Trump's second term, the two leaders have maintained frequent communication. 

Mao said the two heads of state exchanged views on issues of mutual concern, stressing that such communication is vital for the stable development of China–U.S. relations.
